In the damp, self-important town of Mudfog, Dickens builds a gleeful satire of civic vanity, where mayoral speeches, town-council solemnity, and public ceremony are inflated far beyond their modest reality. At the center stands Nicholas Tulrumble, a quiet coal-dealer whose rise to wealth and office awakens a hunger for grandeur, especially after he is made Mayor of Mudfog and begins dreaming of a procession that will eclipse all others. His plan to parade Bottle-nosed Ned Twigger in a gigantic suit of brass armor turns celebration into farce, and the procession's fogbound pomp collapses under ridicule, drunkenness, and public laughter. From there the comedy widens into a broader assault on institutional absurdity: doctors and surgeons confidently discuss grotesque medical cases, learned societies turn nonsense into "science," and public meetings transform trivial statistics into grand policy. A mock-technical vision of mechanical progress pushes the joke further still, imagining commuters traveling in handcuffed trains through London's sewers. Throughout, Dickens skewers bureaucracy, pseudo-science, and the human urge to dress folly in the language of importance.
