Adult education differs according to socioeconomic context. Developed countries increasingly emphasize continuing professional development, reskilling, digital competence, employability, technological adaptation, personal development, and active citizenship. OECD (2025) reports continuing inequalities in adult-learning participation, with participation influenced by education, skills, employment, cost, and time. Thus, even relatively well-developed systems must address unequal access.

Developing countries often combine employability and skills development with literacy, poverty reduction, livelihood improvement, health, entrepreneurship, gender empowerment, citizenship, and community development. Non-formal and community-based approaches are particularly important where adults work in agriculture or informal economies and where formal educational infrastructure is limited. UNESCO (2015) emphasizes the importance of flexible, culturally and linguistically appropriate learning opportunities.

Least-developed countries frequently confront more fundamental educational challenges, including adult illiteracy, poverty, rural isolation, gender inequality, displacement, inadequate infrastructure, and weak labour markets. Adult education may therefore prioritize foundational literacy and numeracy while integrating livelihoods, health, agriculture, entrepreneurship, and community resilience. The challenge is to provide learning opportunities that adults can realistically attend and apply rather than merely increasing enrolment.

Geographical context also matters. Rural adult education is commonly associated with agriculture, natural-resource management, livelihoods, health, literacy, entrepreneurship, and community development. Urban adult education frequently addresses employment, professional development, digital skills, entrepreneurship, migration, social integration, and civic participation. Semi-urban communities require a combination of rural and urban approaches because adults may simultaneously experience agricultural livelihoods, expanding markets, migration, informal employment, and increasing demand for digital and vocational skills. The document emphasizes that community learning centres can connect these diverse learning needs with local development initiatives.
