I Remember Atlantis by Albert Kamalov

Volume three of a three-part first-person account of nine lives lived, the narrator says, in Atlantis. This volume covers the arrival of a second set of overseers, the manufacture of a new human race, the appointment of gods to administer it, the removal of one Atlantean city into a separate frequency, and the author's explanation of why no physical trace of any of it survives. Presented as personal recollection throughout, and never as historical or scientific fact.
