The Lead Is Not a Number by Jamie R. Collins

The biggest question in the AI race is not simply who is ahead. It is what "ahead" is being made to mean.

The United States leads on some public measures of private investment and frontier-model production. China shows extraordinary scale in other indicators, from patents and industrial deployment to domestic ecosystems. Hardware capacity depends on firms and infrastructure spread across Taiwan, the Netherlands, Korea, Japan, and elsewhere. Claims about openness can ignore licenses, product layers, and censorship. Claims about governance can confuse rules with effects—or democracy with automatic accountability.

In The Lead Is Not a Number, Jamie R. Collins reconstructs these disputes from dated public records. Across its chapters, the book tests scoreboards for compute, finance, model performance, release access, deployment, regulation, alliances, and time. It confronts export controls, political-content restrictions, civil-liberties failures, surveillance, security, and corporate power without reducing them to slogans or pretending the evidence is symmetrical.

This is substantive international-affairs nonfiction for readers tired of national victory laps and vague declarations that everything is complicated. It shows what the evidence supports, what it does not, and what would have to change before a provisional judgment should change with it.

No final winner is declared. Clearer judgments are.
